Since its founding in 1994, CIS has developed a broad spectrum of multi-family properties, ranging from garden apartments to mid- and hi-rise complexes, valued in excess of $350 million. The company’s diverse portfolio includes more than 2,000 apartment-rental units located in the northeast, with a high concentration in New Jersey.

These include third-party, facilities, asset and financial management; tax credit compliance; COAH compliance; administrative agent services; market repositioning, renovation oversight; contract administration; marketing, leasing and sales services; resident services; social activities programming; and senior services.
• CIS Construction, LLC, offers third-party services and an array of site selection, acquisition and planning strategies; new construction, structural rehabilitation, and development-related services, such as estimating, scheduling, contract negotiations, field operations and property management and operating budget oversight.
• Community Reinvestment Act (CRA) Services involves an experienced team of professionals who assist financial institutions, corporations and organizations to design and implement cost-effective lending strategies and programs to improve CRA ratings.
Key Management
Christiana Foglio, founder/owner and chief executive officer, possesses more than 25 years experience in commercial real estate development and low-to-moderate housing initiatives. Prior to forming CIS, she served on behalf of two New Jersey governors as executive director of the New Jersey Housing and Mortgage Finance Agency. In this role, she was responsible for more than $1 billion in multi-family bond financing and creating the state’s Housing Policy. She also served as chairperson of the New Jersey Council on Affordable Housing and as director of policy planning and economic development for the City of New Brunswick, where she is credited with creating the foundation for New Brunswick’s economic rebirth.
Barbara K. Schoor, vice president, manages every facet of the company’s multi-family development projects, including acquisition, predevelopment and financing. During her tenure, she has served as project manager for more than 1,000 apartment units, from inception to final build-out and management. Before joining CIS, she was director of planning, acquisition and development for SGS Communities/D.R. Horton, Inc., where she managed project subdivisions and site planning as well as regulatory approvals on behalf of the developer. In addition, she worked for Schoor DePalma Engineering in both the financial services and private development divisions.
Theresa Reed, vice president, specializes in all aspects of project financing, permits and approvals, construction and management transition. Since joining CIS in 1997, she has been focused on the Elizabeth HOPE VI Redevelopment involving the demolition of 650 public housing units and replacing them with 500 new rental and homeownership units. Previously, she served various roles, including administrator of the Tax Credit Program and chief underwriter, at the New Jersey Housing and Mortgage Finance Agency. She also worked as a real estate specialist for the City of New Brunswick.
William Dailey, president of CIS Management, Inc., is responsible for developing, implementing and overseeing all property management functions throughout CIS’ portfolio and spearheading the expansion of this line of business to include third-party services. He formerly served as director of property management for Kaplan Properties where he managed approximately 1,200 housing units and 200,000 square feet of commercial space.
Mark Issa, president of CIS Construction LLC, leads all of CIS’ construction initiatives, including project coordination and management. To date, he has been involved with building 1,110 residential units, delivered on time and within budget, with a contract value exceeding $150 million and $50 million in infrastructure and commercial development. Currently, he is overseeing 450 units with contract values totaling $25 million.
