Hackensack City Council Voted to Throw Away Up to $66.7 Million in Revenue
By Rescinding the One Essex PILOT Agreement
On Monday, August 11, 2025, the Hackensack City Council voted unanimously on Ordinance 39-2025, rescinding an already legally adopted and signed PILOT (Payment In Lieu Of Taxes) Agreement tied to the fully approved mixed-use redevelopment known as One Essex.
The One Essex PILOT agreement is critical to the project moving forward, resulting in:
- $66.7 million MORE in estimated tax revenue than if the property remained vacant
- New, quality market-rate and affordable housing
- A $1 million developer contribution to Hackensack’s Open Space Trust Fund
- An estimated 300 construction jobs and 85 permanent jobs
- A beautiful and inviting gateway to the City of Hackensack

- Vacant land vs. smart growth in a City-designated redevelopment zone
- The precedent of Hackensack not honoring its legal contracts
- Costly litigation, with the cost passed on to taxpayers
